Energy Efficient - Introduction

    Energy efficiency is a commonly used term in recent times. Often misunderstood, that the facility does not waste energy. In fact the true meaning of that object, the application of certain rules of construction rational energy consumption, ie. the application of these rules leads to significant energy savings (mainly heat, lately energy for cooling and energy for heating drinking water, to which the biggest waste of energy consumption in the average household).

    Until recently in our country there was no legislation on energy efficiency. In the final version of the Law on Construction, published in the Official Gazette, no. 72/2009, 81/2011 and 24/2011 first time dealing with this matter, and we will mention the legal definition of energy efficiency (energy performance of buildings) and legal solutions in this field.

Energy performance of buildings mentioned in several articles of the law, and we will continue to mention them respectively:

In Article 2 of the law (terms used in the law) in paragraph 1 and 2 concepts are explained:

1) improvement of energy efficiency is to reduce consumption of all types of energy, energy efficiency and ensuring sustainable construction by applying technical measures, standards and requirements planning, design, construction and use of facilities;
2) the energy performance of a facility are actually consumed or estimated amount of energy to meet the different needs that are related to the standardized use of the building (including heating, water heating, cooling, ventilation and lighting)


In Article 3 of the Act (the principles of landscaping) in paragraph 1 is also mentioned in our issue:

Development and use of space is based on the following principles: sustainable development, promoting balanced regional development, social development, compliance, economic and energy efficiency and the protection and revitalization of environmental and architectural heritage, natural, cultural and historical values; implementation of development priorities and to provide conditions for rational use of non-renewable natural resources and renewable energy sources; prevention and protection of natural and technological disasters and the planning of space for defense purposes and the construction of buildings of special importance for national defense, public participation, cooperation between state bodies, autonomous territorial communities, units of local governments, companies, institutions, NGOs, citizens and other stakeholders in spatial development, compliance with European standards and norms in the field of spatial planning and development in order to create conditions for cross-border and international cooperation and participation of the Republic of Serbia in the process of European integration.

Article 4 of the Act (improvement of energy efficiency, energy performance of buildings) literally reads:

The object to in terms of special regulation are considered high-rise facility (hereinafter referred to as building construction), depending on the type and purpose, must be designed, built, used and maintained in a manner that provides regulated energy properties.

Prescribed energy properties are determined by the issuing of energy performance certificates issued by authorized building an organization that meets the requirements for issuance of certificates of energy performance of buildings. Certificate of building energy performance is an integral part of the technical documentation submitted with the application for use permits.

Compliance with the conditions specified in paragraph 2 This particular solution is determined by the Minister in charge of construction.

The decision under paragraph 4 This article can not be appealed, but the action can be filed.

Obligation under paragraph 1 this Article shall not apply to high rise buildings that special regulation by the Minister in charge of construction.


In Article 26 of the Law (general plan content regulation) at 14th mentions that an obligatory part of any general plan of regulation "of building energy efficiency measures."

In article 201 of law (power-laws), in paragraph 1 mentioned that among other things, the Minister shall specify:

1) the energy performance of the method of calculating the thermal properties of buildings, the demand for new and existing facilities, and the conditions, content and manner of issuance of the certificate (Article 4).

And finally, in article 221 of law, according to articles related to energy efficiency:

The provision of Article 4 Paragraph 2 this Act shall apply as of the effective date of regulations issued by the Minister in charge of construction, which shall prescribe the conditions, content and manner of issuance of certificates of energy performance of a building, in accordance with this Law.

Finally, the rules that define this issue, the ministry has made a charge 05.09.2011. Regulations are:

    1. Regulations on energy efficiency in buildings,
    2. Rulebook on Contents and conditions of issuance of certificates of energy performance of buildings.

    The same will be applicable from 30.12.2012. and the time until then provided for the training of engineers, for taking part of the state exam, which is related to energy efficiency, as well as being listed in the final Energy Efficiency for the engineers of appropriate technical professions (architecture, construction, electrical and mechanical), and the appointment of authorized organizations by the relevant ministry that will be authorized to conduct energy audits of buildings and to issue energy certificates - passports. After starting the application of these rules, the mandatory requirement for obtaining occupancy permits new objects to be issued energy certificates (minimum grade C energy, provided by A +, A, B, C, D, E, F and G). This is the very important area of sustainable development of our country placed in the legal framework, the mandatory application in the construction of new facilities, as well as the reconstruction of existing ones.

    The goal of these legal provisions is to reduce fossil fuel consumption, CO2 emissions, and given the similar rules that apply in other EU countries, whose experiences are used in making our rules, it seems that the rules are clear, easy to use, and will greatly contribute to the sustainable development of our country.

    A goal of our company is to obtain the first energy certificates - passports in the city of Novi Sad, (even though in our case it will be a condition for obtaining a use permit), which will be displayed clearly at the entrance to the building, and to all prospective buyers dwellings (and those who have already done) indicate the increased value of the property, it will be the power consumption is much smaller than average, and thus accounts for the same month.

    The following articles related to this topic and for our particular location in Novi Sad in the street.
